It's official. Washington D.C. has the highest HIV/AIDS rate in the United States. According to a report released by the city, one in twenty adults has HIV, the virus that causes AIDS, and one in fifty has the full-blown disease. Combined, it's a 22 percent increase compared with three years ago.
